VLADIVOSTOK, Russia (Reuters) -The Kremlin said on Wednesday that Russia was adjusting its nuclear doctrine because the United States and its Western allies were threatening Russia by escalating the war in Ukraine and riding roughshod over Moscow's legitimate security interests.
