PORT-AU-PRINCE, Haiti (AP) — Kenyan President William Ruto arrived in Haiti on Saturday as the United Nations grapples with how to best support resource-strapped Kenyan and Jamaican forces, which have struggled to contain the gangs terrorizing the Caribbean nation.
