JERUSALEM (Reuters) - Israel's foreign minister said on Monday a request by the International Criminal Court prosecutor for arrest warrants for Israel's prime minister and defence minister was "scandalous" and tantamount to attacking the victims of Hamas' Oct. 7 raid.
